In the US, once you are admitted to a PhD program, typically
there are only a few requirements before you earn a PhD:

1 You have to pass some sort of academic standard, typically
a set of courses with a minimal GPA, and possibly a
qualifying examination to demonstrate your mastery of the
subjects.

2 You have to have a research thesis supervisor.

3 You have to form a thesis committee that accept your choice
of thesis topic.

4 You have to have a thesis that is acceptable to the committee.

5 You may have to satisfy some sort of residency requirement,
typically a minimum number of semesters that you are enrolled
as a PhD candidate.

Here are a few special cases that I know of. Don't quote me
on these, I'm going from recollection alone.

* In MIT's EECS department, the only academic standard is
passing a set of written, possibly oral exams. You don't
have to take any classes if you don't have to, but you need
to have a minor. It's possible to "transfer" credits from
classes in other universities.

* In UC Berkeley's EECS department there is no thesis defense
requirement. It's up to you and your committee to decide
whether you will present your work.

* In UC Berkeley, I think across all departments, you have
to have been enrolled for at least 3 semesters.

* In UC Berkeley's Math department you have to satisfy a
"classical language" requirement, meaning that you have to
show that you can read mathematical texts in two languages
selected from Chinese, ancient Greek, French, German,
Arabic.

* I think that either Harvard or MIT's Math department
has a minimum thesis length requirement. This is because
for a while, there was competition between the PhDs about
who can solve the most difficult mathematical problem, and
then explain the result in as few pages as possible.

* I think that TU Delft in the Netherlands is the most
flexible among all the universities I am aware of. If you
can find a thesis supervisor, you can do your PhD remotely
and never even have to set foot on campus except for your
thesis defense. Anyways, I think that European universities
are more flexible about how a PhD study is done.

We can go on forever discussing the peculiarities of each
university and each department, in order to minimize the time
that we have to spend doing a PhD.

But the most important one is, why do you want to do a PhD in
the first place??
